Understanding the Boundaries Between HR, Timekeeping and Payroll

One of the most common sources of confusion in outsourced workforce operations is assuming that one “system” handles everything.

The five layers to identify

A useful operational map separates:

  1. Identity — who is the user and what access do they have?
  2. HR records — employment and personnel information.
  3. Time data — hours and attendance information.
  4. Payroll processing — approved compensation and deductions.
  5. Reporting and accounting — downstream financial and management information.

Why system boundaries matter

When information appears incorrect, the question should be:

Where was the information last known to be correct?

For example, if time data is accurate in one system but payroll is wrong, the investigation focuses on the handoff or processing stage rather than the original time entry.

Interfaces need ownership

Every interface should have:

  • a data owner;
  • a review process;
  • an exception path;
  • a change-management process.

This is especially important when an organization changes pay practices, departments, benefit deductions or employee classifications.

Access is not the same as workflow ownership

A manager may have access to a portal without owning the underlying process. Likewise, an employee may view information without being able to correct it.

The correct path depends on the role and workflow—not simply on who can log in.
